Young Billy grew up in a rough urban environment where he was constantly picked on. Finding him hung from his undies on the flagpole of his Dojo, an old sensei decided to take him in and teach him his ancient fighting techniques. Bully learned fast but used his new found techniques to exact revenge against his bullies. When his sensei learned that he had misused his teachings, he refused to train Billy anymore. When he moved with this father the Butcher to Suburbia, Bully decided to show his dominance of the town and become a bully himself.
